
If our ministers and MLAs had to display high security or low security registration plates, like commercial vehicles are expected to according to the Transport Minister Sudin Dhavlikar, the most appropriate number would be 420 - the number of the section of the Indian Penal Code which states: "Whoever cheats and thereby dishonestly induces the person deceived to deliver any property to any person, or to make, alter or destroy the whole or any part of a valuable security, or anything which is signed or sealed, and which is capable of being converted into a valuable security, shall be punished with imprisonment of either description for a term which may extend to seven years and shall also be liable to fine." The deal for the preparation and sale of the high security registration plates (HSRP), which was apparently signed and sealed by the former transport minister Pandurang Madkaikar, has been admitted to be a 420 agreement by the present Transport Minister, Sudin Dhavlikar.
