Mr. Naik further said that Central Government has recently released exhaustive Disaster Management guidelines framed under Disaster Management Act 2005, and therefore Goa Government should train all the personnel involved in disaster management, to effectively implement the legislation and the guidelines. Mr. Naik said that the reports of the Talathis , are key documents in the matter of assessment of natural disasters and, if Talathies are not properly trained in drawing Panchanamas in minute details, victims of natural calamities suffer on account of their not getting due compensation due to shabby reports ofTalathies.
In all cases of floods, in the past, specially in the North Goa, victims have not been able to get even 30% of the compensation on account of faulty Panchanamas made by Talathies. Another vital factor which is the cause for victims of natural disasters not getting proper compensation is that higher officials in Goa administration have not been able to successfully present the case of Goa during the past incidents of disasters.
Mr. Naik said that the Government of Goa have to request the central government to fix a special liberal formula in smaller states like Goa whose total demand during natural disasters does exceed even one hundredth of what is given to the bigger states like Bihar, Gujarat, Andra Pradesh or Orissa when these states face natural disasters. Mr. Naik instructed the Mamlatdar of Bardez Shri G.K.Sakwalkar, to get proper and detailed Panchanamas from Talathi done with respect to each of the houses collapsed and damaged caused to the crops of each and every person.
