There was a turmoil in the Rajya Sabha today when Shri Shantaram Naik, MP submitted during Zero Hour that electronic media is spoiling the fair name of Goa by disproportionately projecting the incidence of alleged rape against Russian Lady in Goa a few days back.
Mrs. Jaya Bachhan, Shri Amar Singh, Shri Ravi Shankar Prasad, Mrs. Brinda karat, Mrs. Maya Singh strongly objected when Mr. Naik said that: If an adult male or female move like friends and indulge in sexual activities for ten days and, on the eleventh day they have a fight, then the allegation of rape against the male has to be cautiously investigated.
Mr. Naik said in his submission that recent incident where a Russian lady was allegedly raped, has been blown out of proportion in electronic media, and that the news was telecast for a number of days denigrating and defaming the fair name of Goa.
Mr. Naik questioned whether these channels at any time, informed the viewers of the development taking place in the State?
Mr. Naik said that he would like to know whether they have, at any time, informed the viewers of the issues raised or discussed relating to Goa either in this House or other House?
There is no doubt that rape is a most heinous crime and, any one who commits the same must be punished severely, he said.
But, Mr. Naik said a person allegedly committing rape on a lady with whom the lady had no relationship/acquaintance, whatsoever, and, an alleged rape of a lady who moves with strangers for days together, even beyond middle of the night, are to be treated on different footings.
The Scarlet case spoiled name of Goa in the past although, the young lady herself invited all the alleged offences against her, ultimately resulting in her tragic death in the middle of the night on a beach in Goa, Mr. Naik said.
Mr. Naik was not, however, allowed to complete his submission by the members of the Opposition and, therefore, Dy. Chairman said that as a solution he would examine the statement of Mr. Naik and permit him to complete his submission next day.
