Goa MP demands Appellate Tribunal in Goa

Mr. Shantaram Naik, Goa MP has demanded for the establishment of a Bench of the Customs, Excise and Service Tax Appellate Tribunal in Goa to cover areas of Goa, Belgaum, Sindhudurga, Karwar, Dharwad and Hubli.

Speaking on Appropriation Bill 2009 in the Rajya Sabha, Mr. Naik said that at present the tribunal has benches in Mumbai, Chennai, Delhi, Bangalore and Culcutta, however, there are as many as 4000 cases pending, which are emanating from Goa, Belgaum, Sindhudurga, Karwar, Dharwad and Hubli.


Mr. Naik also said that the Government of Goa will soon be re-submitting its demand for a separate cadre of All India Services, however, Mr. Naik said that pending the consideration of the demand, the Central Government should increase the strength of AGMU (Arunachal Pradesh, Goa, Manipur and Union Territories) Cadre from present 12 to 22.

Mr. Naik also referred to Goa’s demand for special provisions and special category but, did not go into its detail as, he said that the detail memorandum will be presented by the Goa Government to the Union Government.

Mr. Naik said that Central Government should correspond with the State Government through e-mail messages so that, decisions are taken speedily, and said that even letters to the MPs should be sent through e-mail as, Mr. Naik said that MPs receive replies to the letters after more than two months.

He suggested that about 1000 letters received by MPs from various departments with a negative response, should be entrusted to an independent Committee of 3 members and should be asked to examine whether positive response could have been given to the MPs in those thousand matters. Mr. Naik said that he was confident that the committee would come to a conclusion that at least in 50% cases the demands of MPs could have been met.
