Goa CM not to move files despite toppling bid

Even after surviving a third bid on his chair Chief Minister Digambar Kamat refused to relent to the demands of the "dissidents" of clearing files from the Finance Department."The files are not stuck in the Finance Department without any reason," Kamat told reporters on the sidelines of the Goa Pradesh Congress Committee meeting.
He said that he has done development work in every constituency irrespective of the party and individual politicians.

Referring to Public Works Development Minister Churchill Alemao's demand for getting a clearance from the department for obtaining a Rs 1000 crore loan from HUDCO, Kamat said "It is just not possible to clear it at this stage."
"There are several financial institutions like HUDCO ready to give loans but they have some conditions like the repayment capacity, guarantee etc," he said.
But for this, he said, a Reserve Bank of India clearance is required and they see the plan sanction and the borrowing capacity of the state.
"If we take loan from anywhere without Reserve Bank of India (RBI) permission it becomes the breach of financial borrowing capacity," Kamat explained.
He said that the only solution to this is during budget we take up the matter with the Planning Commission and ask them to award Rs 1000 crore more for the sewage project.

On the other legislator's grievances of blocking developmental works, Kamat said, "the Sixth Pay Commission implementation has had a financial impact on the State." "We are paying Rs 25 crore more on the salaries, which is Rs 300 crore per anum," he said adding "but still we have survived."
About the cabinet berth to Madkaikar, Kamat said, "The high command had promised to give him a berth and asked him to wait."
"These are decisions taken by the high command and not totally by the chief minister," he stated.
He expressed ignorance when asked why Churchill and Madkaikar were summoned to Delhi.

"May be they have gone on personal visit to Delhi," he said.On his meeting with the high command in Delhi, he said, "I did not meet anybody except for BK Hariprasad, Congress general secretary, and that too I briefed him what I understood from media reports.""Till now nobody has come to me with any grievance. There were some people who I met and they said that they are not for leadership change, that's it," he stated replying to a query.
