Mr. Binoy Kumar, Jt. Secretary, Ministry of Defence, In-charge Navy, told Mr. Shantaram Naik, M.P., that Naval authorities in Goa, in fact, ought to have informed the Chief Secretary of Goa about the naval exercises of MIG Aircrafts being undertaken in Goa, and that, they were likely to create big sounds.
Mr. Naik, who contacted Mr. Kumar telephonically on Wednesday, told Mr. Kumar that Naval authorities in Goa have insulted the State and its people, and have, mocked at the people who were desperately trying to find out what the blasts were about.
When it was known through the Media, that the Goa Chief Minister, the Chief Secretary, and the police machinery were frantically trying to find out about the mysterious blast, how could Navy remain quiet, and indirectly ridicule the people of Goa, Mr. Naik asked Mr. Kumar.
Mr. Kumar was in full agreement with Mr. Naik, and that he assured Mr. Naik that he will make the point made by him, clear to the Naval authorities and convey, to them that they aught to have informed unfailingly to Goa Chief Secretary about exercises, in advance.
Mr. Kumar also told Mr. Naik to tell the Chief Secretary to contact Defence Ministry on any such future eventualities.
It may be recalled that Naval authorities clarified about the blast like sounds in Canacona taluka after five days, and that too after similar sounds were heard in Pernem taluka.
